Resolutions are written enactments of Mayor & Council that generally do not have the force of law. They are used to formally express City support for activities and programs, to authorize the City Manager to take certain actions, and to issue bonded indebtedness. Per the City Charter, the annual budget, tax rates, and water rates are adopted by Resolution. If the underlying ordinance so provides, other fees and regulations may be updated by Resolution and have the force of law. Resolutions may be adopted at the same meeting at which they are introduced.
